Yeah, it's completely retarded.
They created the Sprinter trains without bathrooms (for some reason...) and when people started complaining about this, they said it was too expensive to change them to include toilets.

Now, since the Dutch railway system is a bit of a mess, trains regularly stop in the middle of nowhere. When this happens, people are not let out.
In order to provide a solution (which I suppose they have to do by law) they do this.
