I think it may well have if she were sitting and clenching when she urinated. With the way fabric can bunch and gather and shift it certainly isn't outside the realm of possibility.

I'm still undecided as to whether or not it is pee, but I can say at least that it isn't shopped. The photo is appearing on many mainstream news sites with coverage from that event.

I spent almost 2 hours to found another pictures of her with stains on the crotch to be sure, but without success. That one is from closing night gala, I haven't found anything more, I give up...

Our old friend Napoleon III would have gone crazy with this photo, but alas, as much as I like redheads especially with wet pants, this one seems more likely to be a shadow fro the fabric of her collar. There's a similar shadow on Mr. Dannelly's legs or else he too peed his pants.
