Note that she touches the wet spot several times briefly with her hands and fingers, apparently to inspect the damage. It's not the first time I see this behavior in real accident videos.
In Europe you will never see videos like this, and an officer would be fired when leaking a video like this, due to privacy rules. Let's face it: she makes a terrible mistake, is punished for it by the police or DA, but the video is online for ever, for the whole world....

In the USA, in many states, police dashcam videos can be obtained by the media, or even by a private citizen, because they are considered public records.
There is a delicate balance between privacy and accountability.
I don't have a strong opinon on how to achieve that balance. Many, many people, when intoxicated, exhibit behavior that is embarrassing when they are stopped by the police. And that alone is often insufficient to overcome the presumption that police dashcams and bodycams should be released to the public upon request.
Again, I am not expressing an opinion. I'm simply explaining my understanding of how the law works in much of the USA.

She was wet before getting out of the car. She may have wet herself as she getting pulled over. This is one of the best real wetting videos out there.
She also wets further in the police station. From the point she exits the car (at which stage the wetting looks very recent) she has only a small wet patch in the front of her jeans. This remains pretty much the same size throughout her sobriety tests and the car journey to the police station. However, later on whilst being dealt with at the police station, the stain suddenly grows to cover half her leg, including doing down and across to meet the tear in her jeans at the knee.
I think people wetting their pants while in police custody is probably very, very common, even when they are not intoxicated. I think it happens for a variety of reasons, including nervousness or fear. But the simplest explanation is that they are simply not allowed to use the bathroom until they have completed a certain stage of the processing, or they are too intimidated to even ask.
Put another way... in most cases, people do not anticipate getting arrested. There are certainly a few exceptions. Someone planning to participate in a protest, e.g. someone who is going to shackle themselves to a tree to prevent it from getting cut down, or some other form of civil disobedience, such as occupying the office of a college president and refusing to leave, may actually be able to plan for the fact that they won't be able to use the bathroom. Some experienced protesters wear diapers.
But most of the time, the circumstances leading to an arrest are not very predictable. And once you are handcuffed in the back of a police car... it's silly to even ask. You won't get to use a toilet until the cuffs are removed at the police station.

Not much context is given but my guess is that they had been celebrating New Years Eve at Times Square and then couldn't find a toilet. She doesn't look very drunk and the shoes and clothes she's wearing signal they have been outdoors rather than partying in nightclubs and bars.
