There's a little bit more to this. Most places store water in reservoirs before it's treated and then pump it directly into the supply or keep the treated water in a covered reservoir.

For whatever reason, Portland keep their treated water in an open-air reservoir, which is what the kid piddled in. From that reservoir, the water is pumped straight into the supply, it doesn't get treated again.

Obviously keeping treated water in an open air reservoir is stupid (almost as stupid as draining 38m gallons because it contains perhaps a pint or so of pee) but then this is also a city that won't fluoridate it's water supply because they consider it being forced to take drugs by the government so...

In any case, the EPA is about to make it illegal to pump water straight from an uncovered reservoir into the supply.

So while this is the second time Portland have 'had' to drain a reservoir because somebody pissed in it, it should be the last 'cos they've got to either put a roof on it or start re-treating after it's pumped out.

Thames Water doesn't fluoridate either. I use fluoride toothpaste though (who doesn't?).

Why didn't they test the pisser in question for diseases? If he didn't have hepatitis, his urine would probably be cleaner than the water he was pissing into. Idiots!
