No-one would pee in such a public place unless they had no other option; that is, they were on the brink of peeing anyway. She must have been about to wet herself if not actually leaking. What had she been doing to get into such a state?
has she got a weak bladder or urinary problems? Not much of a puddle left in the doorway, so how much was she holding?? how much more did she do in her knickers after she was 'disturbed'?
Try doing a Bing images search on her; more pictures from another web-site on there, so there might be more yet.
Don't you think that she was ideally dressed for a wetting? Dark colour short skirt and no stockings? So why didn't she just wet and not let everybody see her peeing? Was she looking for publicity?

Probably she got caught when she started peeing and maybe did the rest in her panties when she pulled them up
