I think she had been given the cup to piss into in response to demands to stop for her to piss, and we are seeing her struggles to hold her piss while putting the cup between her legs. It is not clear, but it looks as if the cup was empty when she got out of the car and threw it away. Then does she stand there pissing herself?

Looking again at the vid. She pulls the cup out of her trousers upside down, so she was never pissing into it. More like pressing it or he fingers against her pee-hole to hold back the flood. Out of the car, she can't wait any longer and pisses herself.
