To me, the girl in dark short and dark top is the more desperate. Lots of leg crossing and squirming. Light grey top I would like to see desperate.
How did this end? Girls wetting themselves, or did they hold it until released?
I thought I saw light grey top trying to ease her shorts down while sitting; maybe in the hope she could pee without it noticing; or to allow her pee to leak out as she could not hold it any longer

Just looked at it again. Every girl in shorts looks to be desperate to pee. They are all crossing their legs, squirming, bending forward. classic signs of bursting bladder. Any one might have pleaded they could not hold it anymore. My money would be on one of the two coloured girls to be the most likely to burst first. White girl looks very tense, so might be on her limit and trying to hold it.
Note: Roads normally slope downwards from the centre to the gutter, so all the wet streams have come from under the cars and are running into the gutter. Girls pissing where they sit would have a (large) puddle where they are sitting.
Real question is: did the police let them go soon afterwards, or arrest them and take them to the police station?
If released, all 3 would have been frantic to pee and most likely gone right there in the street, and been re-arrested for public indecency.
If taken to the station, they might not have been able to hold out that long and pissed in the squad car. Another charge of public indecency.

Looks like all the women in the video had to pee except the one in regular pants that was joking with the female officer.

We can speculate for ever, but unless we were there, we will never know the truth, or see how it ended.
For my money, the best desperation is from 2.00 min onwards. Real desperate squirming, I was surprised not to see pee running down her legs. Later the thin one sitting nearest the camera looks to be very desperate, almost trying to pull her shorts down a bit so she can pee where she sits, or in the hope that her leaks will miss her shorts. She seems to ask the police something; begging for a chance to pee?

Fear or nervousness could be the reason. It's not uncommon with women.

Possibly nothing.

From the narration it seems like a spontaneous police line-up. The line-up is on the street instead of the police station. It could be legitimate policing technique, or their rights were violated by a spontaneous shakedown. I'm not taking sides because I can only see what's on the video. I've known great police that do a great job, but I've also experienced police excess.

The youtube channel seems focused on police activity in Hawthorne. Hawthorne looks to be part of greater Los Angeles, a city famous for its tense police relations with citizens.
